Often due to missing dlls or other files windows functionality like firewall, automatic updates etc stops working. In such cases you need to make sure you have restored all required file and registered with windows. If your windows update is not working then Fix WU Utility v 1.0 can fix it.

Fix WU Utility v 1.0 is freeware portable utility will re-register the files, required for the proper functioning of Windows Updates. This utility will re-register a total of 114 .dll, ocx and .ax files which are required for the proper functioning of Windows Updates.
It may take a few moments to run. On completion, you will see a dialog box: The process completed successfully.

Download WU Utility v1.0 to Fix Windows Updater Service.

I also had a Netbook with this problem... failure to DL or Failure to Install 100%.  My fix was:
1. allow the DL or Install  to stop
2. Hold down the power button..... until the system SHUTS DOWN.
3. wait for about 1 min
4. Restart the Computer
5. when ask - let the computer boot as normal....  ever since this: I have had 100% on DL & or Install....
Sometimes I still have this problem, I still repeat the same steps 1 thru 5.  many times it completes all by it self...

I just had found how to fix it.
1. I downloaded Kaspersky Tdss Killer {Free from Kaspersky Lab)
2. I installed it
3. Then scan my system and found 1 in rootkit
4. Tdss Killer cured it
5. I restart my pc
6. After that my windows Update works again w/o any problem.

Now everything works fine. Thanks Snuffy And Mr. Wayne!

I have just finished some testing on NEW OUT OF THE BOX, Instant Failure to UPDATE... WOW, what is wrong here.
Several Acer -GateWay-Toshiba-Dell & 1 Hewlett Packard Laptops and NoteBooks and NetBooks (not sure what the real difference is. I suppose the Display Size is the only difference I could tell.)

After #1 Notebook failed to BOOT and tested the Memory Module.... I use a module from another  #2 Notebook to test.... #1 Fired - booted all seemed well.
Ordered a NEW MEMORY MODULE - customer wanted instead of taking back for a Replacement.... 2.5 hrs drive up and 2.5 hrs back. plus Gas, meals etec etc etc.
Replace with a NEW Memory Module.... Instantly the Customer says WOW, Thanks it no longer Freezes or has problems with M$ Updates, it works PERFECT.................
A.) I check and Yes the old Memory Module was STAMPED SAMSUNG.... DDR2. so I rounded up all the Problem NoteBooks and swapped the New NON SAMSUNG Memory Module and instantly went to M$ for Updates.... some had the need for 7 or 8 up to 42....#2, #3, #4, #5 failed.  #2 with swapped Memory Module - performed 100%.
So continued to swap Memory from #1 to #3, #4, #5 and every one worked Perfect..... I have now swapped Memory with NEW NON-Samsung Memory and every one has had NO PROBLEMS FOR 3 DAYS.....
Samsung Memory Modules all in the DDR2 range Failed, different Name Modules were used to replace.... all 5 Systems now function 100%....
Yet I can put any of the Samsung Memory Modules in any of the sets and run Memory tests all day.... and nothing indicates BAD....but when you work them in a normal method  THEY FAIL.
